From a client’s perspective, when you specify an employee census, try to think in terms of the number of people your account will require. Consider what proportion of an agency's staff you want your account to represent. Let your experience guide you. Your account might justify hiring additional staff; so don't
exclude candidates by setting your minimum too high.
